Constance White, Chairman

Constance is a native of Roswell, N.M. and a graduate of the University of Arkansas. She moved to Texas in 1982 to join Spindletop Charities and met her first Texas Rangers, Captains Grady Sessums and Dan North. Constance also chairs the Scholarship Committee.x
Dave Wilson, Vice Chairman
Ozona, TX, Co. “E”
Wilson is owner and vice president of Lilly Construction, Inc., in Ozona, which has served West Texas since 1955.
His company has long been a leader in general oil field construction and is a member of the Associated General Contractors of America. Lilly specializes in Redi-Mix concrete, crane services, gas plant const ruct ion/ maintenance, pipeline installation / maintenance and heavy hauling.
Prior to his 28 years with Lilly, Dave served in the U.S. Air Force. He and wife Jana live in Ozona and have three children and three grandchildren.
Tom Schleier, Secretary

Tom is president of Thomas W. Schleier and Associates, a land services company for oil and gas exploration. He’s been in the oil and gas business 32 years.
His TRAF board membership represents Company F, and he was sponsored by both Captain Gary de los Santos of Company D and Captain Tony Leal of Company A.
Tom is a native of Houston and he and his wife Judy have lived in Seguin 22 years. He has a grown daughter, Jacy, who lives in West Hollywood, and a son, Eric, a junior at Texas Tech University.
Rick Hernandez, Treasurer
McAllen, TX, Co. “D”
Rick Hernandez is a lifelong resident of Texas and lives in McAllen, Texas with his wife Belinda, his son Erick, and his daughter Abigail. Rick was born in Laredo, Texas and was raised in Mirando City, Texas where he graduated from high school. After graduating he moved to Alice, Texas where he later received his degree in Criminal Justice.
In 1981, Rick joined the Alice Police Department where he served for twelve years in various capacities as a Patrol Officer, Director of Investigations and a Narcotics Officer. In 1993, Rick joined Wal*Mart Stores, Inc. as a District Loss Prevention Supervisor and later promoted to Country Director of Loss Prevention and Security for Mexico. In 1997, he was recognized for his accomplishments and was selected to assume the responsibility of Regional Director of Loss Prevention for the greater part of the State of Texas. In 2004, Rick joined HEB Company as a Regional Director of Loss Prevention and Security. His responsibilities includes the oversight of HEB’s profits and risk mitigation programs at over 100 locations in the U.S. and Mexico.
Rick is currently the Co-Chair of the OSAC Monterrey Country Council. As Co-Chair, he works with the U.S. Consulate’s Regional Security Officer in Monterrey for the states of Tamaulipas, Nuevo Leon and Coahuila, Mexico. OSAC is a private sector organization established and under the direction of the U.S. State Department. The council provides information and situational analysis of specific operating areas in Mexico for U.S. companies operating abroad. The primary objective is to share information and attempt to establish key relationships with Mexico governmental personnel that could assist in case of a security threat to a U.S. company.
Rick continues to have close ties to the law enforcement community and throughout his career has developed friendships with several members of the Texas Ranger organization. He understands the challenges that face law enforcement agencies throughout South Texas and he strives to serve those who serve the community in which he lives.
Rick’s passion is serving those less fortunate and the sense of values that he lives by are God, family and work. His drive for righteousness and his compassion for people are attributed to his upbringing and the morals instilled in him by his parents.

Jim has been on the TRAF board 10 years and on the executive committee six years. Former Ranger Chief Kirby Dendy sponsored Jim to become a Benefactor as well as a board member.

We are grateful to the charter board of directors for their hard work and dedication. This first board of directors officially met on August 6, 1981 at the Texas Ranger Hall of Fame and Museum in Waco, Texas. Directors were selected by Ranger Captains in their area as they still are today by the Ranger Majors.
This charter board’s vision and wisdom established this organization in a manner befitting the steadfast tradition of the Texas Rangers. We endeavor to carry on their mission of service, support, and friendship.
